Johanna obviously hates the Capitol and Snow quite a bit and she doesn't comply with what Snow wants her to do which makes her an obvious threat. Chaff could've been seen as a threat to Snow as he is a very strong and clever contender in the games; he makes in to the final 8 with only one hand, which is a clear disadvantage. He's also friendly with everyone; especially the victors; and knows a lot of people which could make him sort of a threat. But there's also no incredibly strong reason why Snow might want him gone. Lastly, Haymitch would a clear threat to Snow as he is actively helping Katniss (and Peeta) and is no longer in a constant drunken haze that used to consume him; which made him not threatening at all. His strong cleverness and dislike for the capital and Snow is also why he would be seen as a threat. Also, trying to get rid of Haymitch instead of Peeta; before he volunteered; could've been because Peeta by himself wasn't seen as threatening by Snow and he might've thought he could control Peeta as well.
